In January 2021, the G20 established a High-Level Independent Panel (HLIP)

The HLIP will recommend actionable solutions for reliable and sustainable financing of the global commons for pandemic prevention, preparedness, and response. HLIP members, comprised predominantly of experts in economics and finance, serve in their individual and independent capacities. It is co-chaired by Tharman Shanmugaratnam, Lawrence Summers and Ngozi Okonjo-Iweala.

About the panel

The G20 High Level Independent Panel has been mandated to

– Identify the gaps in the financing system for the global commons for pandemic prevention, surveillance, preparedness, and response; and

– Develop practicable recommendations to fill these gaps on a sustainable basis and optimally leverage resources from the public, private, philanthropic sectors, and the international financial institutions.

The HLIP is focused on the financing challenge and solutions. It will build on ongoing international initiatives with a broader scope, including the Independent Panel for Pandemic Preparedness and Response established by the WHO, and the Global Preparedness Monitoring Board. It is also interacting with key international institutions, including the UN, WHO, the international financial institutions and OECD, as well as with a range of experts and other stakeholders comprising NGOs, development aid agencies, philanthropies, and key private sector actors such as pharmaceutical companies and insurers.
